Common NuclearMaterial ParticleLayers Action

Description

This CommonParticleLayers Action action adds the parameters supplied at the [NuclearMaterial/ParticleLayers] level as defaults for all the subblocks within the [ParticleLayers] block. This is used within TRISO simulations specifically where multiple layers surround the fuel, greatly reducing the input file length.
